WINSTON-SALEM - There's finally a winner in the Democratic primary for the 5th Congressional District seat held by Republican Virginia Foxx.

The Winston-Salem Journal says Roy Carter won a close race over Diane Hamby when she declined Friday to seek a recount after all provisional ballots were counted.

Results from the district's 12 northwestern counties show Carter ahead of Hamby by 475 votes. The margin of victory was less than 1 percent -- small enough for Hamby to ask the State Board of Elections for a recount.

Carter is a tree farmer and retired teacher from Ashe County. Foxx is seeking her third term in Congress.
